Can you set up a new interface in Outlook that presents the calender with a functionality that allows you to place an appointment on a date and this automatically sends a message request to an administrator where they would then confirm if appointment can happen or not?

This is possible with a few limits. Here's what you'd need to do.
1. Create the calendar in a public folder. 2. Set the folder to be a moderated folder. 3. The tutor goes to the calendar and creates an appointment. 4. The administrator is notified that there is a post requiring their approval. 5. The administrator approves the request causing the appointment to be added to the calendar.
I don't know what you mean by a "reporting element". Can you explain? Yes, you can add a button to the toolbar you see when the calendar is onscreen and have it create a new email. But, you cannot add a button directly to the calendar.
