Program will not open, possible user issue in Windows XP Options

I use Nero 7 Ultra to backup the drives of my co-workers, generally with no problem. We have one PC, however, for which Windows XP will not open the program. I was logged on to the user in question when I installed the program, and it shows in the All Programs list. However, when we attempt to open the program, the cursor very briefly turns into an hourglass, and then back to the arrow, and the program will not open. I have uninstalled and reinstalled, and it will run about once or so and then it happens again. What could cause this??? I assume it's a user name issue, but this has me stumped.

*Start>Run>msconfig. Locate startup and uncheck nero utilities, restart the computer then check if helped. If doesn't...
*Try uninstalling Nero with "Windows installer cleanup utility" then install a different version.

*Delete Nero folders after clenup manually if necessary. Do not forget to reboot the computer after removal before installation.
